National:

1.Lok Sabha passes 1 Bill, Rajya Sabha 3 in ongoing Budget session:



·         The Lok Sabha has passed one Bill and the Rajya Sabha cleared three Bills.

·         Parliamentary Affairs Ministry in a release said, both the Houses passed theElection Laws (Amendment) Bill, 2016 giving voting rights to the people who became Indian Citizens following the exchange of conclaves between India and Bangladesh.

·         The High Court and Supreme Court (Salaries and Conditions of Service) Amendment Bill, 2015 and the Carriage by Air (Amendment) Bill, 2015.
·         A total of 12 Bills are on the agenda of the government for the next week including seven in the Lok Sabha and five in the Rajya Sabha. Aadhar Bill, Whistle Blower Protection Bill, Child Labour Bill and time permitting Real Estate Bill proposed for next week.
2.BHEL Commissions Supercritical Thermal Unit In Karnataka:
·         Bharat Heavy Electricals Limited owned by the Government of India, is a power plant equipment manufacturer and operates as an engineering and manufacturing company based in New Delhi, India
·         It has announced to commission a 700 MW Supercritical thermal unit at Bellary Thermal Power Project in Karnataka.
·         The order by the Karnataka Power Corporation Ltd has been won by BHEL through competitive bidding on engineering, procurement and construction basis.
3.National anthem should be sung in all private schools: Madras HC
·         The Madras High Court has made it clear that the national anthem should be sung in all private schools in Tamil Nadu during the morning assembly.
·         A Bench comprising Chief Justice Sanjay Kishan Kaul and Justice M.M. Sundresh gave the direction on a petition seeking that singing of national anthem should be made mandatory in schools.
4.President inaugurates Women conference:

·         President Pranab Mukherjee inaugurated the national conference on Women Legislation at Vigyan Bhawan in New Delhi.
·         The theme for the conference is Building Resurgent India. President Pranab Mukherjee praised Prime Minister Narendra Modi for launching progammes like beti bachao, beti padhao.
·         Chapchar Kut celebrated across Mizoram.
·         Chapchar Kut, the most important traditional festival of the Mizos was celebrated across Mizoram and also in the Mizo-inhabited areas in the neighbouring states.
5.15 States have Joined UDAY Scheme:
·         The Finance Ministry Arun Jaitley has given permission to Uttar Pradesh, Rajasthan, Jharkhand and Chhattisgarh to issue the bonds as part of the Ujwal DISCOM Assurance Yojana (UDAY)
·         The Ministry of Finance and the RBI are working out the mode of these bond issues.
·         According to Union Power Under the UDAY scheme, State governments take over 75 per cent of the debt of the distribution utilities. This is then issued as non-SLR (statutory liquidity ratio) bonds. The remaining 25 per cent of debt with electricity distribution utilities is also refinanced through State government-backed DISCOM bonds.
·         Six States have already signed agreements to finalise their participation in the UDAY scheme including Bihar. 
6.River Information System Like ATC To Be Launched For Inland Waterways Traffic:
·         The Government has launched a River Information System (RIS)  between Haldia and Farakka stretch of the National Waterway-1 (NW-1).
·         The system enhances swift electronic data transfer between mobile vessels and shore (Base stations) through advance and real-time exchange of information.  
·         RIS aims to streamline the exchange of information between waterway operators, regulators and users.
7.First Edition Of e-Newsletter of Textiles Ministry Launched by Santosh kumar Gagwar:
·         Shri Santosh Kumar Gangwar the Union Textiles Minister today launched the first edition of the e-newsletter of the Ministry of Textiles.
·         The monthly newsletter of the Ministry is designed to share our focus on making development inclusive and participative and on a regular basis.
·         The newsletter will share important news on the functioning of the Ministry and on the developments in the textiles sector, with a view to better empower and engage all our stakeholders, and thereby take governance closer to the people.

International:
8.Cuba, EU Close to New Bilateral Agreement:
·         Cuba and the European Union are close to a deal on a new bilateral agreement, which would improve their decades old chilly relations.
·         Cuban Deputy Foreign Minister told reporters the agreement could be ready by the March 10-11th visit to Havana by the European Union’s foreign policy head, Federica Mogherini.
·         That visit by Mogherini will immediately precede the visit to Cuba by US President Barack Obama, the first President to visit the island since 1929.
9.Ted Cruz wins Kansas Republican caucus:
·         United States Senator Ted Cruz has won the Kansas Republican caucuses in latest round of voting for the US Presidential nomination
·         With all of the state’s vote counted, Texas Senator Cruz has 48 per cent, with billionaire Donald Trump a distant second on under 23 per cent. Mr Cruz is also leading in Maine, while Mr Trump is ahead in Kentucky.
·         Democractic candidate Bernie Sanders wins Kansas nominating contest.
10.India moves WTO against US on temporary working visa issue:
·         India has filed a complaint in the World Trade Organisation (WTO) against the US decision to impose high fees on temporary working visas, a move that makes Indian IT companies less competitive in that market.
·         India has notified the WTO that “it has initiated a WTO dispute proceeding against the US regarding measures imposing increased fees on certain applicants for L-1 and H-1B categories of non-immigrant temporary working visas into the US, and measures relating to numerical commitments for H-1B visas.
11.Philippines seizes North Korea ship after sanctions:
·         The Philippines says it has seized a North Korean ship in line with tightened UN sanctions targeting the country’s nuclear programme.
·         The Jin Teng is one of 31 ships operated by North Korean firm Ocean Maritime Management, which is subject to an asset freeze and sanctions.
·         New UN sanctions were imposed after North Korea’s recent nuclear and ballistic missile tests. They include mandatory inspections of all cargo going to or from the DPRK.
12.India Signs Agreement With IEA For Energy Initiatives:
·         The International Energy Agency, a Paris based organization will enhance its ties with India in the fields of energy data and forecasting, a step towards raising engagement in technology research and policy making.
13.Pakistan’s Senate rejects national airline privatization bill:
·         Pakistan’s upper house of Parliament rejected National Airline privatization bill- PIA (Pakistan International Airlines) Corporation Conversion Bill 2015.
·         The bill was introduced by Federal Climate Change Minister Zahid Hamid.
·         The Bill to privatise the cash strapped national airline, another delay for the country’s logjam privatisation agenda under the terms of an IMF.
·         It will get pass in the parliament when Joint session is called, the bill is expected to pass since the Pakistan Muslim League- Nawaz exercises an easy majority in a joint session.

14.TCS chief N Chandrasekaran appointed to board of Reserve Bank:
·         Tata Consultancy Services (TCS) CEO and managing director Natarajan Chandrasekaran and two others were on Friday appointed as non-official directors to the board of Reserve Bank of India (RBI).
·         The Appointments Committee of the Cabinet (ACC), headed by Prime Minister Narendra Modi, has approved appointment of former Chief Secretary of Gujarat Sudhir Mankad as part-time non-official director on the central board of the RBI for a period of four years, an order issued by Department of Personnel and Training (DoPT) said.
·         Bharat Narotam Doshi, non-executive chairman of Mahindra & Mahindra, is the third part-time non-official director on the central board of the bank, the department said.
·         Both Mr Chandrasekaran and Mr Doshi will have a tenure of four years.
15.UEFA names new general secretary, holds back on Platini:
·         Union of European Football Associations named Theodore Theodoridis as interim general secretary, this decision is taken at the Executive committee meeting at theirheadquarters in Nyon, Switzerland.
·         The Greek Based Administrator comes after Gianni Infantino left the role to become the new president of FIFA.
16.Ajit Singh sworn in as Chief Justice of Guwahati High Court:
·         Justice Ajit Singh was sworn in as chief justice of the Guwahati High Court, the Oath of the Justice was administrated by Assam Governor  Padmanaba Balakrishna Acharya.
·         Prior to his new appointment he was serving as the Acting Chief Justice of the Rajasthan High Court.
·         Notably Guwahati High Court includes the High court's of Assam, Nagaland and Arunachal Pradesh.

18.Myanmar grants operating licenses to four Asian banks:
·         Myanmar has granted operating licenses to four Asian banks, bringing to 13 the number of foreign banks allowed to conduct business in the previously isolated country.
·         Bank for Investment and Development of Vietnam, State Bank of India, Taiwan’s Sun Commercial Bank and South Korea’s Shinhan Bank were granted preliminary licenses, Myanmar’s Foreign Bank Licensing Committee.
19.Country's first small finance bank to start ops on April 13:
·         Jalandhar based Capital Local Area Bank limited (CLABL), is set to becomecountry's first Small Finance Bank (SFB) by flagging-off its operations on April 13, 2016.
·         The Punjab-based entity is the first among ten players to get final licence from the Reserve Bank of India. CLABL is currently active as local area bank.
·         The CLABL will launch operations under a new name ‘Capital Small Finance Bank Limited’ on April 13, coinciding with the auspicious festival of Baisakhi (the beginning of rabi harvest that gives a major boost to rural spending) in Punjab.

20.Paytm ties up with Delhi Metro for card recharge:
·         Paytm has tied up with Delhi Metro Rail Corporation (DMRC), Delhi Metro travellers will be able to recharge their metro cards via Paytm and DMRC website.
·         The move is made in a bid to make traveling by Metro a hassle free experience for over 2.3 Million commuters that use the Metro train service on a daily basis.
21.Amazon is India’s most trusted online shopping brand: Survey
·         World largest E-commerce player Amazon has emerged as a most trusted online Brand in Indian market followed by India based Snapdeal and Flipkart.
·         The survey reported had other firms to figure in the top 10 trusted online brands are Ebay, Myntra, Jabong, Naaptol, Yepme, Shopclus and Askmebazaar.
·         The Brand Trust Report India Study 2016 have listed various brands on the report which covers various market segments.

Awards and Honours:
22.Award for Srinivasan K. Swamy:
·         The Advertising Club Madras conferred its 1st Distinguished Service Award on Srinivasan K Swamy, Chairman and Managing Director, R K Swamy BBDO for his outstanding contribution to the advertising industry. 
·         The award was presented to the Swamy, who is also president of the IAA India chapter, at a ceremony in Chennai.
·         N Murali, co-chairman of The Hindu group of publications ( Kasturi and Sons Ltd) and second recipient of the title, was the chief guest for the evening. 
·         Mr. Murali was conferred with this award in 1995. 
·         Other recipients of this award were Narayanan in 1998, S.R. (Mani) Aiyer in 2001 and C K Ranganathan in 2004.
23.President Mukherjee presented Standard to 119 HU & Colours to 28 ED of IAF:
·         President of India and the Supreme Commander of Indian Armed Forces Pranab Mukherjee presented President’s Standard to 119 Helicopter Unit (HU) and President’s Colours to 28 Equipment Depot (ED) of the Indian Air Force. The awards were given away at Air Force Station in Jamnagar, Gujarat.  
·         Apart from this, the President also released a commemorative postage stamp at the presentation of the Standard to 119 Helicopter Unit and Colours to 28 Equipment Depot of Indian Air Force.
24.Sirshendu De selected for Innovation Award 2016 for developing laterite based arsenic water filter:
·         Prof. Sirshendu De, Head of the Chemical Engineering department of the IIT, Kharagpur was selected for the Innovation Award 2016 given by the Indian Desalination Association (IDA), South Zone.
·         He was selected for the award for developing an ultra low-cost eco-friendly laterite based arsenic water filter.
·         The cost-effective filter would provide safe drinking water in areas contaminated with arsenic. The indigenous filter, made from naturally occurring red laterite soil, is capable of absorbing arsenic to the extent of 32mg per gram.

Sports:
25.Indian men’s and women’s teams win gold medals at World Table Tennis Team Championship:
·         Indian men’s and women’s teams scripted history by clinching the gold medals at the World Table Tennis Team Championship in Kuala Lumpur. While Indian eves beat Luxemburg 3-1 in the event final of the Second Division, the Men overcame Brazil 3-2.
·         Incidentally, this was the first time ever that the women’s team kept a clean slate eight wins  in the first and the second stages. The Champions Division event will be played in 2018.
26.Patna Pirates Wins Pro Kabaddi League 3:
·         Patna Pirates defeating defending champion U Mumba 31-28 in the dying seconds of the game to win the title at the Indira Gandhi indoor Stadium.
·         Patna, however, had captain Manpreet Singh to thank for staying in the game.
·         Earlier, in the play-off for the third spot, Puneri Paltan bounced back from its crushing semifinals defeat to salvage some pride with a fighting 31-27 victory over Bengal Warriors.

Obituary:
27.Pat Conroy, Prince of Tides And Great Santini Author, Dies At 70:
·         Donald Patrick "Pat" Conroy was a New York Times bestselling author who has written several acclaimed novels and memoirs passed away.
·         Two of his novels, The Prince of Tides and The Great Santini, were made into Oscar-nominated films .

1. SBI among 4 new foreign banks allowed to operate in Myanmar 
1. The State Bank of India is among four new foreign banks given preliminary approval to open 100 per cent-owned branches in Myanmar, the latest move by the Southeast Asian nation to woo investment to the country long ruled by the military and hit by Western sanctions. 
2. The four new banks that have been given initial approval by the Central Bank of Myanmar are Vietnam's Bank for Investment and Development, Taiwan's E.SUN Commercial Bank, South Korea's Shinhan Bank and the State Bank of India. 
3. This is the second time Myanmar has allowed foreign banks to open 100-per cent-owned branches inside the country in more than five decades following permits to nine foreign banks in October last year to operate in the country. 
4. In April last year, Japan's Tokyo-Mitsubishi UFJ became the first foreign bank in decades to open a branch in Myanmar. 


2. Iran central banker visiting India over $6-billion oil dues 
1. Iran is dispatching its Central Bank Vice Governor Gholamali Kamyab to India this month after the Persian Gulf nation's efforts to get nearly $6 billion of past oil dues from refiners like Essar Oil hit roadblock over differences over foreign exchange rate. 
2. With US lifting sanctions, Iran wants its past oil dues to be cleared. But differences have now cropped up over foreign exchange rate, sources privy to the development said. 
3. Iran sold oil to refiners like Essar Oil and Mangalore Refinery and Petrochemicals Ltd (MRPL) in US dollar per barrel. 45 per cent of the oil bill was paid in rupees in a UCO Bank account while the rest 55 per cent was to be cleared whenever banking channels open. 

3. India wins two golds in World TT Team Championship
1. Indian men’s and women’s team scripted history by clinching the gold medals at the World Table Tennis Team Championship with superb victories over Luxemburg and Brazil respectively 
2. Indian eves beat Luxemburg 3-1 in the event final of the Second Division, while their male counterparts overcame a stiff Brazil 3-2 here



Raisina Dialogue 2016 kicks off at New Delhi 
i. The first Raisina-Dialogue 2016, a flagship conference on Geopolitics and Geo-economics began in New Delhi. 
ii. The three day conference is joint initiative of Union Ministry of External Affairs (MEA) and Observer Research Foundation (ORF), an independent think tank based in India. 


Key facts 
  • The theme of Raisina-Dialogue 2016 is “Asia: Regional and Global Connectivity”. 
  • It will enable the MEA to reach out to a wider international multi-disciplinary audience. 
  • It will focus on Asia’s economic, physical, human and digital connectivity and shall attempt to discover challenges and opportunities for the region to manage its common spaces. 
  • It will be attended by speakers from 40 countries including Former Sri Lankan President Chandrika Kumaratunga, former Afghanistan President Hamid Karzai and Bangladeshi foreign Minister Mahmood Ali. 
  • It will provide platform to explore prospects and opportunities for Asian integration as well as Asia’s Integration with the whole world. 

Note: The name of conference comes from Raisina Hill which is the elevation in New Delhi where presidential palace of India, Rashtrapati Bhavan is located. The conference has been organized on the lines of the Shangri-La Dialogue held in Singapore.

India moves to WTO against US on temporary working visa issue 
i. India has filed a complaint against the United States decision to impose high fees L-1 and H-1B categories of temporary working visas in the World Trade Organisation (WTO). 
ii. US had imposed fees on certain applicants for L-1 and H-1B categories of non-immigrant temporary working visas into the country. 
iii. According to India, US measure is inconsistent with the global norms and it would impact Indian IT professionals as it makes Indian IT companies less competitive in that market. These measures appear to be “inconsistent” with the terms, limitations and conditions agreed under the GATS (General Agreement on Trade in Services). 

Background 
  • Earlier in 2015, US President Barack Obama had signed into law of spending package which had introduced a hefty $4,000 fee for certain categories of H-1B visa and $4,500 for L1 visa.
  • Under this law, companies having more than 50 employees and having more than 50 per cent of their US employees on H-1B and L1 visas were forced pay the new fee from April 1, 2016. 
  • H-1B and L1 visas are temporary work visas for skilled IT professionals to work in US and India is the largest user of both H1B and L1 visas.  

President Pranab Mukherjee inaugurates National Conference on Women Legislation 
i. President Pranab Mukherjee inaugurated a National conference on ‘Women Legislators: Building Resurgent India’ in New Delhi.
ii. The conference intends to hone the skills of legislators to perform their legislative and non-legislative roles with greater effectiveness. 


Key facts 
  • The two-day conference will provide women legislators a platform to interact with their counterparts from across the country. 
  • It will also bring together women union ministers, chief ministers, MPs and eminent women from the judiciary and the bureaucracy. 
  • It will equip women legislators with latest knowledge in relevant areas and motivate, guide them in their twin roles as agents of socio-economic progress and as legislators. 
  • It will be attended by more than 300 women MPs and state legislatures and legislative council members, Union Ministers and Chief Ministers.  

Uttar Pradesh Assembly passes UP Revenue Code (Amendment) Bill, 2016 
i. Uttar Pradesh Assembly passed the UP Revenue Code (Amendment) Bill 2016 replacing an ordinance issued by the Governor Ram Naik.
ii. The Bill allows Dalits of the state to sell their land to non-Dalits in the state without approval of the administration even if their remaining holding is less than 3.5 acres. 

Key facts 
  • The bill seeks to bring changes existing revenue laws dating to the British era by further speeding up disposal of litigations over land ownership in rural areas. 
  • It also provision that allows land owners lease out their land for share-cropping purpose without the fear of losing it after 12 years. 
  • Ensures that wife gets equal rights on the gram samaj land given out on a lease signifying step towards empowerment of rural women. 
  • The bill has provisions for setting up of a new judicial cadre that will look after land revenue disputes in order to end disputes especially in cases of partnership.  

Manoj Kumar to be conferred Dadasaheb Phalke Award 
i. Veteran Film Actor and Director Manoj Kumar has been selected for the prestigious 47th Dadasaheb Phalke Award for the year 2015. 
ii. He was unanimously selected by a five member jury consisted of Lata Mangeshkar, Asha Bhosle, Salim Khan, Nitin Mukesh and Anup Jalota. 


About Manoj Kumar 
  • Manoj Kumar was born as Harikishan Giri Goswami on 24 July 1937 in Abbottabad (now in Pakistan), then part of British India. 
  • He had shifted to Delhi at the age of 10 due to India-Pakistan partition after independence. He entered in the film industry after graduating from Hindu College, University of Delhi.
  • His debut role as an actor was in the film Fashion (1957) and as a leading role was in film Kaanch Ki Gudia (1960). 
  • He is remembered for his films Hariyali Aur Raasta, Himalaya Ki God Mein, Woh Kaun Thi, Do Badan, Patthar Ke Sanam, Upkaar, Neel Kamal, Purab Aur Paschim, Roti Kapda Aur Makaan, and Kranti. 
  • He is best known for acting in and directing films with patriotic themes. His first patriotic film was Shaheed (1965) based on the life of Bhagat Singh. 
  • Awards and Honours: He is a recipient of National Film Award (1968) for the film Upkaar. He also was honoured with the Padma Shri in 1992 and Filmfare Lifetime Achievement Award in 1999. 

About Dadasaheb Phalke Award 
The award is conferred by the Union Government on person for outstanding contribution to the growth and development of Indian Cinema. 
Established in 1969 to commemorate the birth centenary year of father of Indian cinema Dadasaheb Phalke. It is the highest official recognition (award) in Indian cinema. 
The Award consists of a Swarn Kamal, a cash prize of 10 lakhs rupees and a shawl. It is given on the basis of recommendations of a committee of eminent personalities set up by the Centre.
