The Films
After
months of tragicomedy at the Central Board of Film Certification (CBFC) under
Pahlaj Nihalani, there is a happier ending in sight. Shyam Benegal,
well-regarded
विचार for his rational समझदार outlook दृष्टिकोण and
filmmaking excellence, has been asked to head a committee to reform the board.
Across different dispensations वितरण , film
certification committees have been a platform for political favourites rather
than a board that reflects the diverse विविधतापूर्ण
sensibilities संवेदनशीलता of
modern India. It has often chosen to play glowering आँखें तरेर कर देखना moral
guardian rather than labelling films by content and letting audiences make
informed decisions. This time though, under chairperson Nihalani, the board has
really hit the headlines for aggressively cutting films to fit its shrunken सिकुड़ा हुआ `sanskari' template नमूना . For example, a kissing
scene in the James Bond film Spectre साया was
heavily censored even though kissing has become increasingly common on Indian
screens.
CBFC
also hacked
अनाधिकृत प्रवेश its way
through Angry Indian Goddesses, bleeping out words it didn't like, deleting
scenes, thus undermining this feisty अधिक शक्तिशाली film
even after giving it an A certificate. The Cinematograph Act is rooted in a
colonial view of audiences as infantile बचकाना. Even
after Independence, the state used this law to crudely अनगढ़ तरीके से interrupt
हस्तक्षेप
filmmakers' artistic vision, often changing endings and forcing scenes to be
reshot. The way forward has been laid out by the Mukul Mudgal Committee: move
to a tiered, age based rating system. For instance, in the US, films are
labelled G for general audiences, PG for parental guidance, NC-13 for adults
only , and so on rather than the certification agency playing censor and
parent. Serious reform would also change the way screening committee members
are chosen, and give greater powers to the appellate पुनर्विचार संबंधी tribunal कचहरी where
disputes are resolved. It is about time CBFC stopped trying to cover the eyes
and ears of Indian audiences.

Worry
About Coalition गठबंधन Coherence सुसंगति in
Bihar
The
people of Bihar worry about Jungle Raj redux. The leaders of the Grand Alliance
-the RJD-JD(U)-Congress combine -should worry about keeping the alliance गठबंधन intact विना बिगड़ा हुआ and avoid squabbles तकरार. The
people of Bihar voted for the Grand Alliance in the belief that they would get
the good governance that had become Nitish Kumar's trademark व्यापार चिह्न . It is,
therefore, incumbent सहारा लिये हुए on the alliance to deliver
on its promise.
The
alliance must evolve विकसित करना a mechanism to insulate आवरण चढ़ाना governance from internal
squabbles
तकरार. The onus
दायित्व for this
rests on each member of the alliance; however, since Lalu Prasad Yadav's
Rashtriya Janata Dal (RJD) is its biggest constituent, the burden of
responsibility for keeping discord असामन्जस्य in check
rests with it. For RJD, especially for Lalu Prasad Ya dav, the 2015 Bihar elections
was a wind fall. Returning to power after a decade in the wilderness निर्जन प्रदेश, the temptation प्रलोभन to make
most of this opportunity is great. Lalu Pr asad, whose family firm the RJD is,
must keep his party in line for he has the most to lose if the Nitish Kumar administration
gains मुनाफा the
reputation for poor governance and is seen presiding संचालन करना over another edition of jungle raj. Lalu
Prasad too needs to be circumspect होशियार in his
comments on chief minister Nitish Kumar's working. As evident प्रत्यक्ष recently
, comments by Lalu Yadav led to counter responses by the JD(U) and eventually आखिरकार trading
of charges and counters by alliance members.
Working
together is unlikely to be easy for the members of the Grand Alliance, given
their adversarial विरोधात्मक
relationship. The desire
आकांक्षा to increase their sphere क्षेत्र of
influence will have the parties going up against each other constantly . But
elections are still years away, and it makes sense for the alliance to focus on
improving the lives of the people of Bihar instead of sniping काट डालना away at each other.
