the Gandhis' day in court, but the hearing before magistrate Loveleen Singh
lasted just seven minutes. The judge's rejection of BJP functionary Subramanian
Swamy's argument against bail for the Gandhis on the ground that “charges
cannot be termed serious in magnitude आकार at this stage“ underlined what proved to be
a good day for Congress in court.
The Gandhis received
bail on a surety of Rs 50,000 each and though the court made it clear it will
not grant them exemption छुटकारा
from personal appearances, the rejection of Swamy's plea मुकदमा to restrain their foreign travel gave them a handle to declare
victory outside.
“They are respectable
people belonging to the oldest political party, they have deep roots in
society“, ruled the magistrate. While Congress workers had lined up all day at
the party's headquarters at Delhi's Akbar Road to signal a show of strength and
virtually लगभग its entire top brass निर्भयता was in court to project unity , Congress was also careful to
distinguish between the legal battle in court and its political battle with the
government. After the hearing, though, it was back to political messaging.

Javadekar's counter-punch that “Sonia and Rahul have only got bail not medal“
meant that this battle could define much of 2016.
Rhetoric शब्दाडंबरपूर्ण aside एक तरफ़, with just three working days left in
Parliament's winter session, the all-party meeting decision to let Rajya Sabha
function smoothly is a sign that Congress may have understood public
discomfiture पराजय at Parliament being held hostage बन्धक to its first family's legal fortunes सौभाग्य. The fate of the GST Bill is still uncertain, but it is
imperative अनिवार्यता that both Congress and BJP find a way
to separate essential national business from the usual cut-and-thrust of
politics.

Steps Forward, One Step Back
The 10th World Trade
Organization (WTO) ministerial conference in Nairobi seems to be two hesitant
संकोची steps forward and one
step back for the global trade regime in the domain of agriculture. The
commitment to eliminate subsidies for farm exports needs to be broadly
welcomed, given the enormous बहुत बड़ा trade distorting रूप बिगाड़ना potential संभावित of such subventions आर्थिक सहायता. But the key to judging results is how the
decision will be implementedअमल में लाना. The agreement on a Special Safeguard संरक्षण Mechanism for developing nations like India duly उचित रीति से recognises the sovereign सर्वश्रेष्ठ right to temporarily increase tariffs in the
face of import surges प्रदर्शन बेहतर करना. The actual procedure, however, remains to be
negotiated समझौता बातचीत करना. And there was no

made on the issue of public stockholding for food security purposes in Nairobi.
India needs to work
with its main trade partners to see that a permanent solution is found by the
11th Ministerial Conference in 2017. Also, our policymakers need to take
proactive अग्रसक्रिय
measures to boost agricultural productivity by better allocating resources for
the purpose and for shoring सहारा देना up investment. New Delhi also needs to seek membership
of regional groupings like the Asia-Pacific Economic Cooperation (Apec). We
need to reap जैसी करनी वैसी भरनी gains from openness to trade.
The way ahead is to
improve infrastructure, logistics and the ease of doing business, so as to
improve India's share in world trade in a time-bound manner. To boost बढ़ावा `Make in India' efforts,
we need to lower tariff barriers अवरोध , so that the problem of questionable value-addition behind
relatively high tariff walls is avoided. There are reports that India may not
ratify the WTO trade facilitation सहूलियत pact now that the Nairobi meet has been inconclusive. That
would be retrograde. Trade facilitation is very much in our interest, if we are
to improve upon our lowly 1.5% share of global trade
